Final Housing Element

HousingElementlogoCalifornia state law mandates that local governments adequately plan to meet the existing and projected housing needs of all economic segments of the community by preparing a Housing Element as part of its General Plan.

The Housing Element contains a variety of information relative to a community's housing needs along with proposed goals, policies, and programs designed to respond to those needs.

State law also requires that the Housing Element be updated periodically and then certified by the State Department of Housing and Community Development. The City of Yorba Linda is currently in the process of updating its Housing Element. A initial draft version of the Element has been prepared and was reviewed by the Planning Commission on July 23, 2008 and then the City Council on August 5, 2008.

Following that review, the Council decided that more public input and discussion was necessary before forwarding it to the State Department of Housing and Community Development (HCD) for a preliminary review. A public study session for that purpose will be scheduled in the near future.

HCD will provide comments on the draft Element the City eventually submits and then return it to the City for further consideration. The City will be able to make any further changes it feels are necessary prior to re-submitting the Final Housing Element for HCD certification.

Scoping Meeting for Initial Study

Yorba Linda 2008-2014 Draft Housing Element and Implementation Programs Initial Study and Draft EIR

The Notice of Preparation and Initial Study for the 2008-2014 Draft Housing Element and Implementation Programs were released for public view on May 26, 2010.  The Draft EIR was released for public view on February 3, 2011.  The Draft EIR public review period ends on April 4, 2011.  Please click here to view the Notice of Preparation and Initial Study and here for the Draft EIR

RHNA Appeal Letters

Under state law, the Southern California Association of Governments (SCAG) is responsible for preparing a Regional Housing Needs Assessment (RHNA) every five years. Basically, this document identifies each city's "fair share" of the region's housing need based on state population growth, a number that must be accommodated by the Housing Element and General Plan.
